Colombia’s Cocoa and Coffee Smallholders to Receive Government Aid After Torrential Rains

Commodities Network (Bogota) – Torrential rains across Colombia have devastated crops including bananas, cocoa, coffee, cassava, maize and livestock, prompting President Gustavo Petro’s government to implement emergency measures aimed at easing financial burdens and restoring access to credit for rural and small-scale farmers.

Among the measures adopted, the government will cover up to 95% of the debts owed by affected rural producers to the state-run agricultural lender Banco Agrario.

The relief will apply to the debtor’s total outstanding balance and will consist of a direct government payment toward the loan, prioritizing principal repayment. The support may cover up to 95% of the amount owed, including accrued interest, but will be capped at COP 12 million (approximately $3,333) per beneficiary, according to the ministry of agriculture.

Eligible small-scale producers must have loans backed by real or movable guarantees, outstanding debt of up to COP 179.7 million (14,844 UBV), and must have been directly affected by the events that led to the declaration of the economic emergency.

The decision follows a series of decrees issued by President Petro after declaring an economic emergency, which allows the executive branch to enact measures without prior congressional approval.

According to the National Unit for Disaster Risk Management (UNGRD), the department of Córdoba has been the hardest hit by a cold front system that brought intense rainfall and storms. Authorities have reported two deaths, 10 injuries, and 70,424 affected families. Additionally, 11,077 hectares remain underwater, accounting for 98.76% of the total flooded land nationwide.

Córdoba Governor Erasmo Zuleta warned that the crisis will persist even after floodwaters recede. “The emergency doesn’t end when the water goes down. That’s when the hardest part begins: starting over. Rebuilding doesn’t take days, but months, even years,” he said.

After Córdoba, the departments with the highest number of affected families are La Guajira (11,286), Antioquia (3,886), Chocó (3,393), and Sucre (1,562). In Sucre, the overflow of the Cauca and San Jorge rivers has placed communities in La Mojana and San Jorge on high alert.

The Colombian cocoa association Fedecacao said producers in the municipalities of San Juan and Arboletes, in the Urabá region of Antioquia, have been severely affected. More than 500 cocoa growers have seen their crops damaged by flooding. “Today, we reaffirm our commitment to being on the ground, listening to and supporting those affected,” Fedecacao said on social media.

According to the Colombian cattle association Fedegán, in Córdoba alone 1,207 cattle and buffalo have died or gone missing, 6,414 farms are under water, and 140,492 hectares have been affected.

Meanwhile, conditions in Antioquia remain critical. There, 48 rural communities have been impacted, 857 farms are flooded, and 48,664 head of cattle are at risk.

The Colombian Banana Growers Association issued a nationwide alert over the hydrometeorological situation in the Urabá region, where persistent cold fronts, strong winds and high tides have triggered an emergency affecting more than 1,200 hectares of crops and damaging productive infrastructure.
