Colombia’s Coffee Federation Protests Against Tax Reform

Bogota (Coffee Network) - The Coffee growers federation along with coffee representatives from several departments expressed their concern about some aspects of the tax reform that directly affect the income of the more than 540,000 coffee growing families in the country, 95% of them small producers.

Colombia’s new tax bill aims to eliminate the reduction of presumed costs, including labour costs from income taxes, reducing the competitiveness of coffee producers.  

Currently coffee growers can deduct up to 40% of presumed costs, including labor costs of pickers, from income taxes.

“As proposed in the tax reform, the rule that allows deducting this presumed cost would impact the income of coffee growers by raising their taxation.

 FNC estimates that the labor component in coffee growing reaches 60.7%, followed by raw materials with 32.7%, and administration and general expenses with 7.1%.

A call is made to the honorable Congress of the Republic and the National Government to review the tax reform because the way it has been submitted it is not possible to fulfill, if infrastructure and services are not guaranteed, FNC said.

“Today coffee is the opportunity that the country has to build scenarios of peace, replacing illegality throughout the country, through an activity that has always generated pride and worldwide recognition for Colombia,” Roberto Velez Vallejo, general manager of FNC added.

 

● Tax on ultra-processed beverages

Including freeze-dried soluble coffee and coffee extract in the positions of tariffs that will be taxed when considered ultra-processed beverages would stagnate the domestic consumption of coffee, even though the current legal framework prioritizes stimulating the internal consumption of the grain as a national drink.

Both soluble coffee and coffee extract are single-serve products. ingredient, so they are considered minimally processed foods.

“It would be a message contrary to reality that coffee is within beverages whose consumption is to be discouraged,” FNC added.

The steering Committee suggested the national government to differentiate the taxes to the rural sector. The Steering Committee also argues that, in contrast to the advantages competitive areas of urban areas, it is necessary to a differentiated tax for the countryside that exempt from some obligations such as electronic invoicing, taking into account not only the low digital coverage in large rural areas, but also the low rates of training in the management of information technologies and communications between producers.

● Supports and incentives such as non-income for income taxes

The Steering Committee of the FNC asks the National Government that, in order to protect and promote the rural sector, consider issuing a tax provision that allows that the incentives and economic support received by producers are considered as a non-income tax for income taxes
