Libya Aims to Boost Output by 8% by December

Brent has lost 0.6% as of 09:00BST amid a wider energy commodity selloff to begin the week. The non commercial net long in Brent and WTI futures and options fell to its lowest level since March last week (to 16th May), with the previous low dating back to February 2016. It is indicative of investor concerns of a possible recession ahead, although the effects are being amplified across the commodity complex by wider risk sentiment surrounding the U.S. debt ceiling impasse that has yet to find a resolution. That said, the first two backwardated spreads in Brent have strengthened this morning, as demand-side indicators (namely road traffic) show signs of strength; Europe’s congestion levels reached seasonal record highs last week dating back to at least 2019.

Libya has stated it will seek to boost oil output by 8% by the end of 2023 to a total of 1.3M bbd, which will mark record production since 2013 for a country that has been blighted by conflict since the Arab Spring in 2011. Farhat Begdara, chairman of the National Oil Company, said that $17Bn of investments across production sites could push production above 2M bbd, which would constitute record production for the country. However, uncertainty remains as the country continues to be divided with two separate Governments: one a U.N.-backed coalition in Tripoli, and another based in Sirte. In addition, a series of militias under General Haftar (in support of the Sirte-based Government) also seek control of the country, and geopolitical instability risks curtailing oil production as the petroleum industry constitutes over 90% of Libya’s export earnings, making it vital to both sides’ political ambitions.

President Zelenskyy of Ukraine was present at a G7 leaders’ summit in Hiroshima, where President Biden signalled the United States’ willingness to support allies in providing F-16 fighter jets to Ukraine. This comes ahead of an expected offensive against Russian forces in Ukraine, which military analysts believe to be imminent. An escalatory move could cause wider market instability in the weeks ahead, particularly as it raises the risk that Russia’s current threats to suspend the grain export deal could materialise.

Perspective: Morning Commentary for August 5

August 5 – U.S. equities markets are on fire this week, with both the Dow Jones and S&P 500 setting new all-time highs yesterday with futures indicating further gains again today; the marketplace remains optimistic over a deal with Iran despite no evidence of such as of yet. Crude oil is working on a lower high and low today but remains slightly on the high side on the session, while the dollar is retreating back towards Monday’s nearly two-month low. Perspective: Morning Commentary for August 4

August 4 – The benchmark Dow Jones Industrial Average surged into the close yesterday to finish almost 700 points higher, at a record close of 53,178 points – easily clearing the previous top from almost a month ago. The S&P 500 is on the brink of its own record as well, while the NASDAQ index is short of June highs but working on a strong three-session rally. All three are pointing to positive openings today. Palantir (a U.S. software company) reported better-than-expected earnings yesterday afternoon post-close to boost the tech sector, though a host of other firms reported strong earnings as well. The ten-year note continues to retreat from Friday’s high, now at 4.67%, with the dollar on the high side of level-par, while the VIX index now under 16 shows reduced volatility.
