Beney notes that the USTR measures were meant “to challenge Chinese dominance” in shipbuilding, yet arrive “after the horse has bolted”. The penalties hit liner companies first, and “container imports are projected to be coming down quite considerably over the next few weeks”. The negative sentiment radiates through rates as importers hesitate to book space.
China’s Mixed Signals on Trade and Demand
Despite trade‑war rhetoric, China’s export volumes rose 12.4 % in Q1 while imports fell. Steel demand “seems to have peaked,” and coal arrivals slipped after a mild winter and faster solar, wind, and nuclear adoption. Uncertainty over US penalties means shippers hesitate: “That uncertainty causes people not to ship and importers in the US not to buy”.
Fleet Growth, Scrapping and Regulation
Supply‑side pressures compound the demand hit. Dry‑bulk capacity is expanding by 3–5%, and the container fleet “is growing considerably.” Scrapping remains limited because “ship owners are making money on their ships”. Beney expects regulations in Europe and the US eventually to force retirements, but the timing is unclear.
Navigating Volatility in a Bearish Cycle
“We are in a bearish environment overall”, Beney concludes, though he warns of “extreme volatility in the spot market” as policy clarity emerges. Until tariffs ease or scrapping accelerates, owners and charterers must balance short‑term swings against a longer‑term downtrend in freight earnings.
