Brazil's ethanol inventories have fallen about 25% since the E30 blend mandate took effect, after the higher blend added more than 600,000 cubic meters of ethanol demand. The next step, the E35 ethanol blend, depends on extensive testing before approval, so the size of anhydrous ethanol demand in the coming season now rests on test results. A successful outcome would add an estimated 1.5 million cubic meters of anhydrous ethanol demand, while a failed one would push the market back to an interim mandate and lower demand instead. For mills, distributors and fuel buyers, the gap between those two outcomes is a key swing factor in Brazil's ethanol balance.
Leticia Correa, StoneX Brazil Market Intelligence Analyst, monitors the Brazilian and global sugar, ethanol and fuels markets, with a focus on supply and demand across the sugar-energy sector. Her coverage spans ethanol price dynamics, demand for Otto-cycle fuels and the biofuel blending policies that determine how much anhydrous ethanol goes into Brazil's gasoline.
Key Themes from the Discussion
Brazil's ethanol inventories are down about 25% since the E30 blend mandate took effect.
E35 approval requires extensive testing, making it a more complex decision than E30.
A failed E35 test would mean an interim mandate and lower anhydrous ethanol demand.
Brazil's E30 Mandate Drains Ethanol Inventories as Mills Favor Sugar
The E30 blend mandate has added more than 600,000 cubic meters of ethanol demand in Brazil since it was introduced, and ethanol inventories have fallen about 25% as a result. That drawdown comes as mills face a second pull on the same cane. According to Correa, "there was a sharp increase in international raw sugar prices, which encouraged mills to favor sugar over supporting the biofuel prices" [00:36], so less cane goes to ethanol just as the blend mandate absorbs more of it. Heavier-than-usual rainfall in Center-South Brazil has also delayed the cane crush, tightening short-term ethanol availability further. For distributors and fuel buyers, thinner ethanol stocks mean blend policy now moves the balance as much as the harvest does. Every change to the mandate goes straight into anhydrous ethanol demand.
E35 Testing Splits Brazil's Anhydrous Ethanol Demand Outlook
E35 approval in Brazil is more complex than E30 because the higher blend needs extensive testing before regulators can sign off. If testing succeeds, E35 would add an estimated 1.5 million cubic meters of anhydrous ethanol demand in the following season, well above what E30 has added so far. If the tests fail, Brazil would fall back on an interim mandate, which would cut demand and make the next year difficult for the sugar-energy sector. The stakes are higher because hydrous ethanol demand remains fragile. Year-to-date hydrous sales are only 3% higher even though price parity has sat below the 70% reference for months, and Correa warns that the recent price rise risks holding back "the demand recovery that took so long to materialize" [01:55]. With drivers slow to switch to hydrous ethanol, anhydrous demand set by the blend mandate carries even more of the weight for mills planning their sugar and ethanol mix. The pattern on the pump side is uneven. "Consumers have not responded so fast to the price going down, but probably will react to prices going up" [02:04], Correa adds.
