In contrast, U.S. refiners are adjusting to a downturn from recent highs. “Although refining margins have kind of come down, they’re still about historical levels”, Hodes says. Yet plant closures in California and Houston highlight structural and regulatory challenges rather than simple margin compression.

While the headline increase in OPEC production suggests a flood of new supply, the reality is more muted. “There was only really an increase of 17,000 barrels per day from April to May”, Hodes points out. The move is aimed at restoring group discipline more than altering supply-demand balances.
