Traders Stay Cautious Amid Missing USDA Reports

Bertrand Oesterle, StoneX VP of Clearing and Execution Sales details how the U.S. government shutdown has left commodity traders navigating without critical data, creating a quieter and more uncertain market environment.

Key Takeaways

  • Shutdown halts export reports, CFTC positions and payroll data
  • Trading volumes fall as participants reduce exposure
  • Farmer bailout rumors complicate crop sales and storage

Trading Activity Slows Without Market Data

Oesterle notes traders are operating with “slightly in the dark” conditions as regular USDA and CFTC updates remain suspended. With export sales and positioning data missing, volumes across exchanges in grains and oilseeds have eased noticeably. Many participants are trimming risk and prioritizing physicals and exchange for swaps to contain hedges in place while visibility is limited. He added that activity should normalize once reports return and the market can digest any surprises.

Farm Bailout Rumors Add Market Uncertainty

Discussion of a potential farmer bailout in the range of ten to fifteen billion dollars has drawn mixed reactions across the market. Some read the talk as doubt over a swift U.S.–China agreement, while others worry it could encourage growers to delay sales. Storage capacity is already tight as soybean and corn harvests advance, and Oesterle warned that “farmer retention is a risk” if cash aid arrives while bins are filling. Inputs and planting incentives could also be distorted if producers expect state support regardless of outcomes.

Europe Political Turmoil Weighs on Grain Prices

In Europe, political turmoil in France has pressured the euro and filtered into Paris grain benchmarks. Rapeseed found support from currency moves, but wheat lagged as global supply updates from Argentina, Australia and Canada stayed toward the top of estimates. Oesterle noted that “a weaker euro means a higher dollar”, which in turn improves relative pricing for Chicago and limits Paris gains. Additional planting updates in the U.S. and Ukraine reinforced the sense of potential ample supply as the season progresses.

Speculative Shorts Face Key November Test

The Paris December to March wheat spread has tightened of late, prompting debate over who is lifting the nearby structure. Some market participants suspect that trade houses have covered into heavy speculative shorts ahead of the customary fund roll window. Oesterle pointed to mid November as the crucial period when options expiry and rolls can realign positioning, noting that “specs remain very short” into the front. He expects the coming weeks to reveal how confidently the market holds these positions once full data flows return.

The ten-year note continues to retreat from Friday’s high, now at 4.67%, with the dollar on the high side of level-par, while the VIX index now under 16 shows reduced volatility.

The dollar is only slightly lower this morning but at its own month-and-a half low, while the U.S. ten-year note is also slightly on the low side at 4.68. The VIX index is rebounding a bit today after a sharp slide into the end of last week, just above 16.
