French government bonds are outperforming after Moody's left France's credit rating unchanged, while U.K. gilts head toward a U.K. budget that will be judged on its credibility. For French bonds and gilts alike, fiscal credibility is now setting the price, as investors weigh debt levels, borrowing and political risk alongside interest rate policy. With U.S. Treasury yields caught between safe-haven demand and inflation risk, the two European markets show that government bond investors are pricing fiscal discipline as closely as central bank decisions.
Fiona Cincotta, StoneX Senior Market Analyst, has spent more than 15 years trading and analyzing U.K., European and U.S. markets, combining fundamental and technical analysis. She follows forex, equities and commodities with a particular focus on U.K. and European market themes, tracking how macroeconomic developments feed through to asset prices.

French Government Bonds Outperform as Moody's Holds France's Rating
French government bonds are outperforming after Moody's left France's credit rating unchanged, easing fears of a downgrade that had weighed on the market. "That decision has brought some relief as investors had been concerned of a downgrade, particularly given France's fiscal challenges and political uncertainty," says Cincotta. The relief for French government bonds has limits, however, because France's public finances remain a long-term risk. Cincotta points out that the rally may not deliver immediate relief, since "there are still concerns over levels of French debt and French borrowing". For bond investors, the Moody's decision buys French government bonds time rather than resolving the fiscal pressures behind the downgrade fears.
U.K. Gilt Market Tests Budget Credibility After the Truss Episode
U.K. gilts are in focus ahead of the U.K. budget, with the gilt market set to judge whether the government's fiscal plans are credible. Whereas French government bonds took their cue from a ratings decision, U.K. gilts will take theirs from the budget itself. The Liz Truss budget remains the reference point for how sharply the gilt market can respond to fiscal plans it views as unsound. As a result, any sign of fiscal slippage in the U.K. budget would land directly on gilt pricing. According to Cincotta, "We don't have to think back too far to the Liz Truss budget to know that the gilt market is prepared to punish any sense of recklessness."
