Colombia government slaps emergency taxes on all multinationals including those of coffee

Bogota (Coffee Network )- All multinationals operating in Colombia with net worth of COP10.6 billion Colombian pesos  ($2.86 million) including coffee multinationals will have to pay the government a wealth tax to finance the reconstruction of some areas in the Caribbean departments hit by torrential rains, President Gustavo Petro decreed last night.

Under the decree, all foreign companies must pay 0.5% of their net worth, after deducting any debts. The proceeds will fund repairs to infrastructure, restoration of public services and assistance for affected communities, primarily in the Caribbean departments of Cordoba, La Guajira, Sucre, Bolivar, Cesar and Magdalena, as well as Choco and Antioquia, according to the decree issued by the ministry of finance. 

The decree comes after new emergency powers decree issued by president Gustavo Petro, as the administration seeks additional revenue.

The latest decree is an extension of measures initiated in January 2025, when Petro granted himself emergency powers to restore order after violence escalated in a region bordering Venezuela

The latest decree aims to raise up to COP8 trillion ($2.2 billion). The measure follows the government’s failure to secure congressional approval for a tax reform bill that would have increased the 2026 budget by about $4bn.

Several coffee market participants said coffee roasters and multinationals have that net worth and should be forced to pay the wealth tax. The coffee exporters association said they are evaluating the decree.

The Colombian-US chamber of commerce (Amcham) said instead of cutting government spending, the government is now slapping more taxes on companies operating in Colombia.

“A dangerous precedent. Decree 0240 of 2026 turns an exceptional measure into a shortcut: it revives and expands tax burdens and reintroduces by decree measures that Congress did not approve through the ordinary legislative process. It also mixes a bit of everything: it recycles decrees that were halted by the Court, takes up ideas that had already been attempted in Congress, and pushes structural changes on issues that properly belong to the legislature,” said Maria Claudia Lacouture, president of Amcham.

Perspective: Morning Commentary for July 23

July 23 – Renewed AI concerns and rising oil prices combined with higher interest rates to weigh on stock futures overnight as many of the food and energy-based commodities saw sustained buying interest. The VIX firmed to trade near 19 this morning, while the dollar index followed Treasury yields higher, trading near 101.4. Yields on 10-year Treasuries traded near 4.70%, representing a fresh 18-month high, while yields on 2-year Treasuries traded near 4.35%, reflecting fresh 17-month highs. WTI crude oil traded near $91 per barrel, while Brent traded near $100 per barrel. The grain and oilseed markets were mostly higher, with the exception of minor losses in the hard wheat markets.

Perspective: Morning Commentary for July 22

July 22 – Threats to maritime transit is the theme of the day, with escalations being seen in the Strait of Hormuz, Black Sea, and now Red Sea, as four more tankers laden with Saudi crude oil have reportedly turned around today due to Iranian-backed Houthi threats toward shipping through the Bab el-Mandeb Strait. As of the time of writing, there have been no confirmed physical attacks in Red Sea since these most recent threats began, but those threats alone appear to be causing enough concern for some shippers to avoid the risk. This appears to be an attempt by Iran to gain additional leverage ahead of the next round of peace talks, but such talks appear somewhat elusive at present, with both sides continuing to escalate strikes against one another. This is driving crude oil prices to a six-week high, with nearby WTI up 3% on the day to trade above $87.10 and nearby Brent up 3.4% on the day to trade above $94 at the time of writing.
