Foot and Mouth Crisis Tests EU Agri-Trade Resilience

Timeline and Scale of the Outbreak

The interview begins with a timeline of the FMD outbreaks. Germany reported the first case in January involving 14 water buffaloes, followed by outbreaks in Hungary and Slovakia. “That outbreak is totally unrelated to the outbreak in Hungary and in Slovakia”, Lancaster explains, citing genetic differentiation in virus strains.

Hungary conducted nearly 250,000 tests on domestic and wild animals using PCR and enzyme testing, technology that has evolved significantly since the UK’s major outbreak in 2001.

Trade Restrictions and Economic Impact

Lancaster underscores the economic ramifications: “It has no impact on humans… but from an economic point of view, it's incredibly detrimental to agriculture”. Raw milk exports were banned, while pasteurized products faced fewer restrictions. Intra-EU trade was affected primarily around raw and minimally processed dairy.

UK’s Defensive Measures

Reacting swiftly to Hungary’s outbreak, the UK imposed restrictions on meat and dairy imports and curtailed personal imports of cheese from the continent. “Somebody visiting France and wanting to bring back a carload worth of cheese, that's effectively restricted”.

These steps are framed against the £8 billion economic toll of the 2001 UK outbreak, traced back to illegal meat imports and failures in pasteurization.

Path to Recovery and Certification

Both Hungary and Slovakia are close to achieving FMD-free status again, pending three months without new cases. “Once they're free for more than three months, they can then apply… for their free status to be reapplied”. This will lift remaining import restrictions and restore confidence among international buyers.
