The Brazilian real is heading into Brazil's presidential runoff split between two sharply different outcomes, and Brazilian public debt explains the gap. Markets connect a win for opposition candidate Bolsonaro with fiscal adjustment and a more stable public debt, whereas a reelection for President Luiz Inácio Lula da Silva is tied to higher spending and faster debt growth. With voter intention polls showing the two candidates virtually tied, the debt path each government implies has become the anchor for how the Brazilian real trades.
Leonel Mattos, Senior Market Intelligence Analyst at StoneX Brazil, produces frequent reports on foreign exchange markets, mainly USD/BRL, analyzing the economic, financial, and political factors that move the Brazilian real. His analysis also feeds StoneX's broader South American commodity coverage and supports commercial agricultural clients managing currency and price risk.

Brazilian Public Debt Stabilization Eases Fiscal Risk for Brazilian Assets
Brazilian public debt stabilization sits at the heart of the market's case for a win by opposition candidate Bolsonaro in Brazil's presidential runoff. Investors expect a Bolsonaro government to make fiscal adjustments, specifically by cutting the level of government spending. According to Mattos, that path means "reducing the level of government expense and helping to stabilize the Brazilian public debt, and therefore they are perceiving less fiscal risk for Brazilian assets". Lower fiscal risk translates directly into support for the currency. Should Bolsonaro win, Mattos says markets "will probably see some strengthening of the Brazilian real and some good performance by Brazilian assets".
Brazilian Debt Acceleration Risk Exposes the Real to a Lula Upset
A surprise reelection for Luiz Inácio Lula da Silva points Brazilian public debt in the opposite direction, and markets would react negatively given how close the polls are. The perception among investors, Mattos explains, is that a new Lula government "will result in higher public expenses for the next four years and accelerate the level of debt of Brazilian economy". That scenario raises fiscal risk across Brazilian assets and opens the door to "a sharp devaluation in the Brazilian real". For businesses with Brazilian real costs or revenues, debt expectations rather than the ballot alone become the variable driving currency risk.
