Who controls Congress matters to markets because each party brings a different mix of trade, regulatory and growth policy, and that mix filters straight into stocks, Treasuries and the U.S. dollar. The midterm elections affect markets through three broad outcomes, a Republican hold, a Democratic sweep or a split Congress, and each one pulls those assets in a different direction. Democrats are expected to win the House, which leaves the Senate as the real swing factor. For cross-asset traders, the result shapes everything from tariff risk to the regulatory outlook for banks, crypto and tech.
Fiona Cincotta, StoneX Senior Market Analyst, covers macroeconomics across forex, equities, commodities and crypto assets. That coverage gives insight into how U.S. politics, Federal Reserve policy and the dollar interact as control of Congress comes up for grabs.
Key Themes
A Republican hold on Congress keeps tariffs and inflationary growth in focus, a mix linked to a firmer U.S. dollar.
A Democratic sweep brings regulation risk for banks, crypto and tech, alongside lower Treasury yields and a weaker dollar.
A split Congress, with Democrats in the House and Republicans in the Senate, is the most market-friendly outcome.

Republican Control Keeps Tariff Risk Alive for Treasuries and the Dollar
Continued Republican control of Congress keeps tariffs and inflationary growth at the center of the U.S. policy outlook, a scenario linked to gains in Treasuries and the U.S. dollar. The driver, in Cincotta's framing, is "the idea of tariffs and inflationary pressures, inflationary growth", a mix that supports the dollar even as it clouds the picture for equities. Stocks read that combination differently, because inflationary pressure feeds directly into rate expectations at a time when the Federal Reserve is already weighing a hike. As a result, a Republican hold could leave the dollar and stocks moving in opposite directions, a split that matters for anyone holding positions across both. Does a stronger dollar make up for softer equities in a diversified book? That is the question this outcome puts in front of cross-asset traders.
Democratic Sweep Brings Regulation Risk for Banks, Crypto and Tech
"If we do see the Democrats take both houses, then we may see more in the way of regulations towards banks, towards crypto, towards tech and slowing of growth expectations," Cincotta says. A Democratic sweep of the House and Senate shifts the market focus from tariffs to regulation, with banks, crypto and technology companies squarely in the frame. Specifically, slower growth expectations would weigh on stocks, while Treasury yields could come slightly lower and the U.S. dollar could take a hit. That flips the Republican scenario on its head for currencies, turning the dollar from beneficiary to casualty. For tech, the timing is awkward, since the sector is already contending with investor doubts over heavy AI spending.
Split Congress Emerges as the Most Market-Friendly Midterm Result
A split Congress, with Democrats taking the House and Republicans keeping the Senate, ranks as the most market-friendly outcome of the midterm elections because it avoids both single-party scenarios. Each sweep carries a risk for stocks, through inflationary pressure under Republicans or through tighter regulation and slower growth under Democrats. Gridlock sidesteps the tariff and inflationary growth mix tied to Republican control and the regulation risk tied to a Democratic sweep. Conversely, the further the result moves toward one-party control, the more the cross-asset picture tilts toward one of those two scenarios. According to Cincotta, "the most market friendly outcome would actually be if we did see that gridlocked situation where the Democrats take the House and the Republicans keep the Senate".
The midterm elections also bear on Federal Reserve policy, adding a political layer to the rate outlook. With core PCE inflation picking up and GDP growth hotter than expected, the Federal Reserve still kept rates on hold and said it wanted to see more data first. Cincotta notes that "one of the reasons I think the Fed didn't hike rates was because of these upcoming midterm elections", adding that policymakers "like to keep their head low around election time". Once the vote has passed, attention shifts back to the data, with the nonfarm payrolls report among the next tests for rate hike expectations. The election result and the Fed's next move are therefore closely linked for anyone trading Treasuries or the dollar.
